Sir Tim was called to the Bar in 1983 and practised at 11KBW from 1988, becoming Queen’s Counsel in 2001. His practice encompassed administrative law, employment and sports law, and he developed a particular expertise in arbitration, regulatory disputes, disciplinary proceedings and independent investigations. He returned to chambers as an arbitrator following his retirement from the High Court in 2025.
Tim has over 25 years’ experience as an arbitrator and independent decision-maker. He has acted in a wide range of domestic and international arbitrations, particularly in the field of sport, involving disciplinary, anti-doping, governance and commercial disputes. He has also conducted numerous independent statutory investigations into allegations of misconduct and governance failures in public bodies.
He was appointed a Judge of the High Court, Queen’s Bench Division, in 2015. During more than ten years on the Bench he sat across a broad range of jurisdictions, sitting in the Crown Courts in homicide trials, the Administrative Court, Technology and Construction Court, Employment Appeal Tribunal, Planning Court, Media and Communications List and Chancery Division, hearing many complex and high-profile cases.
Before his appointment to the Bench, Tim appeared regularly in the appellate courts, including the House of Lords, Court of Appeal, European Court of Human Rights and the Court of Arbitration for Sport. He is co-author of Sports Law, first published in 1999 with a second edition in 2012.
Tim is fluent in French and has a high level of written and spoken German and Spanish. He has extensive experience of cases involving international parties and multiple languages.
